Madison County Government


Office descriptions:

Council of Governments - Administers grants.  Focuses on transportation planning, road improvements, safety projects, community economic development improvements, infrastructure, housing rehabilitation & improvements.  Oversees TRAM-rural transportation service. Works with census figures.

Auditor - Files tax exemptions, distributes excise tax, transfers deeds and updates plat maps.  Does county bookkeeping, claims, payroll, inventory, budget preparation, statistical reports, tax sale, county owned land sales and tax settlements.  Keeps minutes of the county council and county commissioners.  Builds yearly abstracts of assessed values and prepares tax rates.

Data Processing - Writes programs and does basic processing for all county departments.  Runs daily, weekly, monthly reports.  Prints tax bills and receipts, support checks and payroll.

County Commissioners - The County Commissioners are the legislative and executive body of the county and are responsible for: 1) All ordinances and resolutions adopted into the county government system.  2) In charge of all county buildings and property.  3) Working with other communities in transportation, planning, and highway systems as it effects Madison County; administering grants for Community Justice, Council of Government & Job Source.  4) Administering highway funds and work with County Engineer to perform bridge and road development.  5) Appointments to Health Board, Planning Boards and other boards throughout the county.  6) Coordinating environmental concerns for county.  7) Overseeing communications and risk management.

Veterans Office - Handles claims, widow and education benefits for Veterans of Madison County

Treasurer - Collects all taxes (alcohol-beverage, property and inheritance).  Invests county funds in banks throughout the county.

Drainage Board - Oversees legal drains.  Helps in coordinating and processing complaints.

Maintenance - Responsible for all repairs for County Building (air conditioning, furnace, equipment and building).  Night custodial workers and 24 hour security.

Voters Registration - Registers voters and makes changes of addresses for registrations.  Prepares poll lists for voting and performs other duties during elections.

Recorder - Records deeds, mortgages, liens and armed services discharges.

Central Records - Does all microfilming for court house records, prosecutor's files, birth applications, death certificates, old deeds, old divorce records, mortgages, payroll, etc.  Outside storage facility for security.

Election Room - Files declarations for candidacy.  Orders ballots and votes people absentee, at county building or by mail.  Keeps candidates' reports.

Clerk - Files new suits for Circuit, Superior and County Courts.  Keeps divorce and marriage records.  Collects child support payments.  Keeps old birth records to establish birth.  Naturalization records are on file here.  Files judgments from courts and files foreclosures.

Surveyor - Maintains legal county drains, open ditches and tile drains.  Works with drainage board and county engineer.

Abstract Room - Rented by Abstract Companies to do research.

Planning - Issues building permits, variances and exceptions and does rezoning.  Handles complaints in regards to trash and junk.  Responsible for county addressing system.

County Assessor - Does assessing of real estate personal property, businesses and farms in Madison County except Anderson Township.

Anderson Township Assessor - Does assessing of real estate and personal property in Anderson Township.  Also, does assessing of mobile homes and businesses.  Maintains Anderson City plat maps.

Sheriff Civil Office - Collects delinquent state taxes, serves papers for evictions, reposition of property (also from out of state and county).  Conducts Sheriff sales due to foreclosures.

Health Department - Keeps vital records - birth certificates and death certificates.  Food division - inspects eating establishments.  Nursing division - Outreach programs.  Oversees mosquito control.

Weights & Measures - Regulates and monitors scales in Madison County (grocery stores, grain elevators, and gas stations).

County Extension Agent - Aids in agriculture such as identifying insects found in lawns, gardens and farms.  Involved in home economics with 50 clubs that meet monthly and have lessons on food, nutrition, exercise, and canning.  Oversees the 4-H program and organizes the county 4-H fair.

Adult Probation - Monitors adult clients in compliance with judges' orders.

Juvenile Probation - Services juvenile clients and their families.  Monitors clients in compliance with judges' orders.  Protects community from delinquents handling citizens complaints.  Secures restitution.

Prosecuting Attorney - Starting point for charges files with courts.  Works closely with Sheriff and police.  Decides if charges are to be filed in a court of law.  Handles citizen complaints that are misdemeanors.

4-D Prosecutor - Collects child support for individuals on Welfare.  Monitors some cases not on welfare.  Also oversees the following services; Crime Victim Advocates, Adult Protective Service, Operation Appropriate Response, and Operation Resolve.

Emergency Management Agency - To serve the citizens of Madison County and to protect their lives and property from Natural, Technological and Man-Made disasters.
