This department has been established by local ordinance in compliance with IC-36-7-8 which grants counties the right to create an agency to assure that the construction and modification of all buildings and structures within the unincorporated areas of the county meet the minimum standards as established by the Fire and Building Services Commission of the State of Indiana.

This department also serves as the permitting and inspection agency for the Towns of Fremont, Clear Lake, Hamilton, Hudson and Orland to assure compliance with all applicable building laws in their respective areas.

Indiana Building Code - 1998

This document covers the structural and architectural provisions for all Class One buildings, primarily commercial and industrial buildings. Based on the 1997 Uniform Building Code as amended by the State of Indiana

Indiana One and Two Family Dwelling Code - 1997

This document covers all structural, electrical, plumbing, heating and architectural provisions for Class Two buildings, primarily detached homes and their accessory buildings. Based on the 1995 CABO One and Two Family Code.

Indiana Mechanical Code- 1997

This covers all mechanical work for Class One Buildings. Based on the 1996 International Mechanical Code.

Indiana Plumbing Code -1999

This covers all plumbing work for Class One buildings. Based on the 1997 Uniform Plumbing Code.

Indiana Electrical Code - 2000

This covers all electrical work for both Class One and Two buildings. Based on the 1999 National Electrical Code.

Fee Schedule
Inspections - Please note that all inspections shall be requested at least 24 hours prior to the desired inspection time. Failure to comply with this requirement will only delay your project. At any one time we have approximately 1400 active permits and must take schedule inspections on a first come, first served basis. All attempts will be made to accommodate a morning or afternoon inspection. Specific times cannot be scheduled.
Final Inspection - Conventional Construction - This form just be signed off by all appropriate agencies prior to your receiving a Certificate of Occupancy

Certificate of Occupancy

  1. Ordinance #661 requires that a Certificate of Occupancy be issued prior to the use of any building or structure. This Certificate is issued after:
  2. a successful final inspection by our department
  3. approvals have been obtained from all other regulatory agencies, including the Departments of Health, Surveyor, Highway, Planning/Zoning and
  4. payment of any outstanding fees for the project.

Requirement for building permit applications

No permanent structures are to be built 75 ft. of any county regulated drain or tile without a variance.

F.A.Q.

Q. Where are you located in the Steuben County Community Center?
A. We are located on the 3rd floor, South end of the hall, Suite 3K.

Q. I need my property surveyed, who do I call?
A. You call a Registered Land Surveyor, listed in the yellow pages under Surveyor. We do not do land surveying, only drainage.

Q. If I want to make an appointment with the Drainage Board, what do I need to do?
A. Call our office, (219) 668-1000 Ext. 1800, and ask to be put on the agenda for the next Drainage Board meeting. Please give a brief summary of the reason for the appointment so the Board will be prepared to address your needs.

Q. I want a copy of my survey, where do I get one?
A. If the survey was recorded they will have a copy in the Recorder's Office. If not, you will need to know the Survey Company that last surveyed your property and contact them.

Q. I do not have a ditch running through my property, why then am I paying a ditch tax?
A. All storm water run-off eventually goes into a body of water, i.e. lakes, an underground tile, or an open ditch, all of which require periodic maintenance. Your ditch tax dollars go to maintenance Units to pay for repairs, ditch bank spraying, snagging, cleaning, etc...
